Cloud-Based Personal e-Healthcare System for Medical Doctors in Compliance with National Regulations

Özet

Rapid advances in information and communication technologies enabled widespread use of digital tools, devices and systems to deliver health-related services. From electronic health records (EHRs) and telemedicine to mobile health applications and wearable computing devices, e-healthcare represents a paradigm shift in medical care which creates a demand for scalable, cost-effective and highly available cloud infrastructures accessible by all parties in a modern healthcare ecosystem. In this paper we describe a complete cloud-based e-healthcare platform for medical doctors in compliance with the national regulations currently in force in Türkiye. Doctors can store health records, pictures, videos and documents of their patients on the cloud in an indexable and encrypted fashion with keys specific to every doctor. To comply with current regulations, consent of patients in accordance with the Personal Data Protection law is taken electronically for their medical data to be stored, encryption keys and encrypted data are never stored on the same system, a three-layer protection scheme is employed while accessing the data over the Internet by using doctor and patient frontends, patient medical data are directly synchronized with Ministry of Health Personal Health Services, and financial receipts are directly generated on behalf of the Ministry of Treasury Internal Revenue Service. The proposed system also has direct connections to authorized financial institutions for credit card processing and national and international messaging operators for SMS notifications. Independent from the institution they work for, the proposed system has all the tools for doctors required for practicing and is available in a monthly subscription-based software-as-a-service (SaaS) price model.
