Özet
This chapter is setting the scene for this edited volume. It does so by recalling the main stages of the 50-year relationship between digital technologies on the one hand and the governments' reactions on the other. These stages are the so-called information society of the 1970s with its techno-optimistic outlook, the “e-government movement” of the 1990s, governments' growing concern with global and private “digital platforms” as of the 2010s, and, most recently (as of 2020), governments' increasing concern with “data”, be it in terms of privacy, security, and increasing sovereignty. The chapter highlights the observation that data, platforms, and digital infrastructures are increasingly becoming a geopolitical subject. Finally, the chapter summarizes the main arguments of the chapters contained in this volume.
